Michelle Obama Shows Off Red and Blonde Highlights

Time for a change! Michelle Obama has officially ditched her bangs and is sporting some new highlightsinstead. While speaking at a screening of The Powerbroker:Whitney Young's Fight for Civil Rights in Washington, D.C. on Tuesday, Aug. 27, the First Lady, 49, was in the perfect lighting to show off her new 'do. President Barack Obama's wife appears to have gotten blonde and red highlights, which she showcased with face-framing curls and side-swept bangs.
Coordinating with her colorful new hair color, Sasha and Malia's glamorous mom wore a bright floral dress by Duro Olowu and orange and purple heels. Michelle made headlines in January this year after deciding to get bangs - and then quickly admitting they were mistake.
"This is my mid-life crisis, the bangs," she joked to Rachael Ray in February. "I couldn't get a sports car, they won't let me bungee jump -- so instead, I cut my bangs." By April, Michelle told Entertainment Tonight, "The bangs are a day-by-day proposition. They're starting to grow out. [They're] getting a little irritating. But it's okay."

Baada ya kutafakari utetezi wa Radio Imaan na Radio ya Kwa Neema FM na kwa kuzingatia Sheria na Kanuni za Utangazaji, Kamati iliamua kutoa adhabu kwa vituo vyote viliwi kama ifuatavyo:-

a)   Vituo vyote vilipewa  onyo pamoja na kufungiwa kurusha matangazo kwa kipindi cha miezi sita kuanzia tarehe 26/02/2013;

b)  Vituo vyote vilitakiwa kuithibitishia Mamlaka ya Mawasiliano na Kamati ya Maudhui kwa maandishi kuwa hawatarejea kutenda kosa la aina hiyo au linalofanana na hilo. Ikiwa vitarudia Kamati ya Maudhui haitasita kuvifutia leseni zao za utangazaji.

2.0 Kutekeleza adhabu na hatua zilizochukuliwa na vituo hivyo na Mamlaka ya Mawasiliano:   

Baada ya Uamuzi huo kusomwa, vituo vyote viwili vilianza kutekeleza adhabu mara moja kama ilivyotakiwa kwa mujibu wa Sheria na Kanuni za Utangazaji. Mamlaka ya Mawasiliano ilipokea barua ya udhibitisho wa kutofanya kosa tena yaani “Commitment letter” pamoja na sera ya uhariri (Editorial Policy) na ratiba ya vipindi kutoka kwa vituo vyote viwili.

Mamlaka ya Mawasiliano Tanzania ilifanya ukaguzi kwa vituo vyote viwili ili kujiridhisha na kuzipitia sera za uhariri pamoja na mwongozo wa vipindi kabla ya kuvifungulia.

3.0 Kurejeshwa kwa Matangazo

Kamati ya Maudhui iliandika barua tarehe 27/08/2013 kuhusu kuvifungulia vituo hivyo vya utangazaji vya Radio Imaan ya mjini Morogoro na Kwa Neema FM Radio ya jijini Mwanza baada ya kutumikia adhabu kwa mujibu wa Sheria na Kanuni za Utangazaji. Vituo hivi vimeanza kurusha matangazo yake kuanzia leo tarehe 28/08/2013 baada ya muda wa adhabu kuisha.

Kamati ya Maudhui inapenda kutumia fursa hii kuvionya vyombo vya habari vya utangazaji vya redio na televisheni kuwa makini katika kutekeleza masharti ya leseni pamoja na kufuata Sheria na Kanuni za Utangazaji. Kamati ya Maudhui haitasita kutoa adhabu kali au kuvifungia vituo vitakavyokiuka Masharti ya leseni, Sheria pamoja na Kanuni za Utangazaji au hata kuvifutia leseni zao.

Kamati ya Maudhui inatoa wito kwa vyombo vya habari vya utangazaji kuzingatia Sheria, Kanuni na Masharti ya leseni ilikuboresha Sekta ya Utangazaji na kudumisha amani nchini.


KUHUSU KAMATI YA MAUDHUI:

1.0        UTANGULIZI:

1.1.       Kamati ya Maudhui ni kamati iliyoundwa kwa mujibu wa sehemu ya IV kifungu cha 26 (1) cha Sheria Namba 12 ya Mamlaka ya Mawasiliano Tanzania ya mwaka 2003, na marekebisho yake katika kifungu 173 cha Sheria ya Mawasiliano ya Kielektroniki na Posta (EPOCA) Mwaka 2010

Kwa mujibu wa sheria, majukumu na kazi za Kamati ya Maudhui ni pamoja na:-

(a)          Kumshauri Waziri wa Sekta kuhusiana na Sera ya Utangazaji nchini;
(b)         Kushughulikia malalamiko kutoka kwa watangazaji na watumiaji wa huduma za utangazaji nchini;
(c)          Kusimamia na kuhakikisha kuwa kanuni za utangazaji zinafuatwa.
(d)         Kusimamia na kufuatilia maudhui ya vituo vya utangazaji.

1.2.       Kamati hii ilianza kazi zake Oktoba 2012 baada ya kuzinduliwa rasmi na Waziri wa Habari, Vijana, Utamaduni na Michezo Dk. Fenella Mukangara (MB) tarehe 4 Desemba, 2012. 

1.3.       Kamati ya Maudhui inaundwa na wajumbe watano. Wanne ni wateuliwa wa Waziri mwenye dhamana ya Sekta ya Utangazaji na Mwenyekiti ambaye huchaguliwa miongoni mwa wajumbe wa Bodi ya TCRA. Muundo huo umetolewa na sehemu ya 26 (2) ya Sheria ya TCRA ya Mwaka 2003.

Kenyan trio in 'wife-sharing' deal

Two Kenyan men have signed an agreement to "marry" the same woman, reports say. The woman had been having affairs with both men for more than four years and apparently refused to choose between them.

The agreement sets out a rota for Sylvester Mwendwa and Elijah Kimani to stay in her house and states they will both help raise any children she bears.
Lawyers said their "marriage" would be legally recognised if they could prove polyandry was part of their custom.


"The laws we have do not talk about it but for such a union to be recognised in Kenya, it has to be either under the statutory law or as customary marriage" Said the lawyer Judy Thongori.
'Jealousy'
Mr Mwendwa and Mr Kimani drafted the agreement after realising they had both been having an affair with the woman in Mombasa County for more than four years, the local Daily Nation newspaper reports.


Community policing officer Adhalah Abdulrahman persuaded the two men to marry the woman after he saw them fighting over her, it reports.
"We have agreed that from today we will not threaten or have jealous feelings because of our wife, who says she's not ready to let go of any of us," the agreement says, Kenya's NTV station reports.

"Each one will respect the day set aside for him. We agree to love each other and live peacefully. No-one has forced us to make this agreement," it adds.
Mr Mwenda said her parents had given their blessing, while he is planning to pay the bride price.

The woman, a widow with two children, did not want to be named.
Kenyan family lawyer Judy Thongori told the Daily Nation that the law does not explicitly forbid polyandry - a woman having more than one husband.

"The laws we have do not talk about it but for such a union to be recognised in Kenya, it has to be either under the statutory law or as customary marriage. The question we should ask now is whether these people come from communities that have been practising polyandry," she is quoted as saying.

Polygamous marriages often take place in Kenya, but wife-sharing is unheard of, correspondents say.

Brandy Performs Surprise Concert for 40 in 90,000 Seat Stadium


Singer Brandy said to have performed for only 40 people in a South Africa arena that seats about 90,000. 

Singer and actress Brandy Norwood gave a surprise performance in South Africa last Saturday during the Nelson Mandela Sports & Cultural day music concert, but there was one minor problem: Only 40 people were left in the 90,000-seat stadium to watch.
The media just picked up on the unfortunate turnout Wednesday through Twitter chatter from the few who stayed to watch Norwood sing to -- as South African musician Kabomo described -- "an empty stadium." 
Brandy reportedly played to a nearly empty arena in South Africa this week.
The Grammy Award-winning R&B star was a surprise guest at the Nelson Mandela Sports and Cultural Day concert in Soweto on Saturday, but nearly all of the event-goers were gone by the time she took the stage, according to the Guardian.
The 34-year-old "I Wanna Be Down" singer is said to have performed for about 40 audience members in FNB stadium, which has a 90,000-person capacity. Apparently there had been tens of thousands of people attending the earlier rugby and soccer matches, but most of them left while the musical segment — featuring four acts before Brandy — took place.
"Brandy [just] performed to an empty stadium. With the stadium lights on," tweeted Kabomo, a South African musician. "It was late. People didn't know there was a concert after the games. No one knew Brandy was around. Maybe a 40 people audience ... She sulked after two songs and walked off."
Awkward. In the words of Madonna, "The show is over, say goodbye..."
Brandy, full name Brandy Norwood, usually promotes her appearances on Twitter but didn't mention anything about her South Africa performance on social media either before or after the event. The newspaper site reported that the event's nationally televised broacast concluded just before Brandy's concert too.
On Aug. 20, her official website put up a post that seemed to intend to showcase a video of the performance. However, the actual post had no video and nothing beyond the show's basic details.
Perhaps because of the sparse turnout at the South Africa event, the singer has gone full force promoting her performances on both her Facebook and Twitter accounts. Neither she nor the  concert promoters have made any statements about the event, according to reports.
In recent years — since a 2006 car accident that killed one woman and embroiled the singer in years of litigation — the "Brandy and Ray J" reality star has built up her acting career. The "Moesha" alum has had stints on "90210" and "The Game" and appeared inTyler Perry's "Temptation: Confessions of a Marriage Counselor." 
She will next be featured on embattled singer Chris Brown's upcoming album "X." Brown was featured on Brandy's track "Put It Down" from her sixth studio album "Two Eleven," which was released last year.

NEW YORK  — Miley Cyrus made Lady Gaga look surprisingly tame as the pop stars opened the MTV Video Music Awards.
Gaga changed costumes four times Sunday night during her first return to the stage since hip surgery as she performed her new single "Applause." It was a predictably unpredictable appearance for Gaga, who seemed to pump in boos over the over the sound system as she opened the song in a white nun's habit and square headdress. By the time she finished the song, she was surrounded by unitard-clad male dancers and wearing a thong bikini decorated in shells and a long blonde wig.

Cyrus immediately kicked things up well beyond provocative, however, as she appeared on stage with a multitude of dancing teddy bears in a bodysuit adorned with a cartoon character. She twerked, changed into a nude bikini, ran a fan's foam finger along her privates as Robin Thicke appeared on stage to perform "Blurred Lines," then gave the singer a lap dance.
"Miley better go get a pregnancy test after all that grinding," Kevin Hart joked afterward.

Two British women charged with trying to smuggle £1.5m of cocaine in Peru

The two British women charged with trying to smuggle £1.5m of cocaine out of Peru have no blankets and are being left to go hungry, a lawyer has claimed.
Peter Madden, who is representing Michaella McCollum Connolly, described the conditions of the holding cells his client and Melissa Reid are being kept in as “pretty grim.”
He said: “They are expected to lie almost on the floor. There is a sort of sponge bed which is not acceptable, it is not clean.michaella mccollum connolly

The pair, both 20, were formally charged on Tuesday and face a maximum prison sentence of 15 years if convicted, the prosecutor’s office in Callao, near Lima said. They have spent the last two weeks in custody over the allegations but are expected to be transferred to prison to await their trial.
They were pictured on Tuesday in handcuffs being escorted by officers from the National Police anti-drug headquarters for medical examinations. Madden said the two women had not been given anything to eat since dawn as they were taken through the Peruvian justice system on the day they were charged.
Peruvian police said they found around 24lb of cocaine hidden inside food packages as the women attempted to board a flight from Lima to Madrid. The women, who both deny the allegations and say they were forced to carry the bags by armed men, are expected to enter not guilty pleas. If refused bail, they face up to three years in jail before a trial.

An Irish priest based in Peru has described prisons in the country as “very, very spartan", and warned the pair could be in for a “rough time”. “Very often prisoners have to sleep on the floor. All they get is cardboard to protect them against the concrete floor,” Fr Maurice Foley told RTE’s Today With Myles Dungan.
He added: “The food isn’t good and hygiene is not good either. From that point of view I think they’re in for a rough time.”

It is being reported the women could be transferred to Lima’s Santa Monica women’s prison. The Irish Times cites a 2012 United States Department of State report, which noted the prison had 1,035 inmates, more than double the 450 it was designed for.
It said inmates in Peruvian prisons had intermittent access to drinkable water, inadequate bathing facilities and unhygienic kitchen facilities.It also states inmates with money had access to mobile phones, illegal drugs and meals prepared outside of the prison.

Human rights organisation Amnesty International has expressed concern about conditions in Peruvian prisons.
“There are almost 50,000 prisoners in Peru for fewer than 30,000 prison places. Most prisoners report having to sleep in corridors,” Northern Ireland programme director Patrick Corrigan told the newspaper.
He added: “The number of foreign nationals held in Peru has been growing steadily in the last few years, due to an increase in arrests for cocaine trafficking.”
‘Mary’, a Minnesotan missionary has detailed her experiences of working with prisoners at Santa Monica on a travel blog.
She writes: "The prison does not supply anything. If you have no relatives here, you have absolutely nothing. Part of my job is to collect donations and bring them in.
"We bring them soap, toothpaste, toiletry, shampoo, clothes, blankets, magazines.... They have nothing to read. They need blankets because it gets freezing cold during winter.

"As soon as a new prisoner arrives we immediately give her spoons, forks, and a plate, otherwise they have to wait for someone to finish eating in order to use her plate."
There is a possibility the women could be sent to Ancon 2 – a prison where many foreigners are detained. It is a modern facility, which does not yet suffer from the endemic problems of other jails in Latin America, namely overcrowding and crumbling infrastructure.
It currently houses 325 foreign inmates, more than 100 of which are women, the majority of whom are there on drug charges.
